Consultancy Warns of Delays in Implementing Zonal Electricity Pricing in GB

The implementation of zonal electricity pricing in Great Britain, a policy that would divide the country into different energy price zones, is unlikely to be realized before the mid-2030s, according to recent research by energy consultancy Cornwall Insight. This significant reform, which aims to replace the current single pricing model with regional zones reflecting local power delivery costs, is described as the most fundamental redesign of the GB electricity market in decades. Despite the potential benefits, including more efficient generation and grid use, the path to implementation is fraught with challenges.

Ministers are expected to make a decision on zonal pricing this summer, following increased lobbying efforts since the Labour government took office. However, Cornwall Insight's report suggests that even with a positive decision, the process of consultations, legislation, and transitional arrangements could take at least five to six years. This timeline makes a go-live before 2030 'incredibly unlikely,' according to Kate Mulvany, principal consultant at Cornwall Insight.

The debate over zonal pricing is deeply divisive within the industry. Proponents argue that it would provide clearer signals to investors and encourage a more efficient and greener energy system. Critics, however, fear it could deter investment in regions with weaker grid infrastructure. The government faces the delicate task of balancing these competing interests while navigating the complex legislative and regulatory overhaul required.

As the GB electricity market stands on the brink of its most significant reform in decades, the message from Cornwall Insight is clear: patience and realism are essential. With the government's decision expected by mid-2025, the journey towards zonal pricing is just beginning. The consultancy emphasizes that while zonal pricing may form part of the long-term vision for electricity market reform, its realization is firmly set in the next decade.
