TfL Intensifies Crackdown on Fare Evasion with Advanced Technology and Expanded Investigator Team

Transport for London (TfL) is ramping up its efforts to combat fare evasion across its network, introducing a new strategy that includes the expansion of a professional team of investigators. This initiative aims to target the most prolific fare evaders, utilizing advanced technology and expertise to reduce revenue losses. TfL's Director of Security, Policing, and Enforcement, Siwan Hayward, emphasized the importance of ensuring that the cost of fare evasion is borne by the evaders themselves, not by fare-paying customers or taxpayers.

The new measures are part of TfL's broader plan to halve fare evasion rates across all services to 1.5 per cent or less by 2030. Already, a data-driven approach has shown promising results, with the pan-TfL fare evasion rate dropping to 3.4 per cent from 3.8 per cent in the 2023/24 period. This strategy not only aims to safeguard revenue critical for maintaining safe, clean, and reliable public transport but also complements the work of over 500 uniformed TfL officers deployed across the network.

Meanwhile, in London, the bus network operates on a trust-based fare system, where passengers are expected to pay their fares honestly. Despite the system's reliance on trust, TfL employs Revenue Protection Inspectors to conduct regular checks. Fare evasion is met with significant penalties, including fines and potential prosecution for repeat offenders. The message is clear: fare evasion is a serious offense with tangible consequences.

Across the Atlantic, Winnipeg Transit is considering a modernized fare-collection system to address fare evasion and improve customer satisfaction. The proposed $10.5-million system would introduce mobile credit and debit payments, fare-capping, and open payments, aiming to lower barriers to public transport use. This initiative reflects a growing trend among transit authorities worldwide to adopt technology-driven solutions to enhance efficiency and reduce fare evasion, ensuring that public transport remains a viable and sustainable option for all.
